Enable all terrain brushes on every type

Currently you can't use the sand terrain brush if you didn't pick the desert type map.

So if you pick jungle, you can't make a sandy beach leading into it. You can circumvent this by creating a desert map and then adding jungle, however I think giving us access to all brushes on any map type wouldn't hurt and give us more creativity to create intricate ground designs.
