Exact dimensions and resolution for video export

I use a 43" 4k TV as my tabletop and play animated video maps on a loop. I would like to select the exact dimensions and resolution for my video export. In this case: 35"x19.75" and 3840x2160.

This will allow my physical props to match perfectly with the map that I design.

For example: If I select a print size of 35" x 19.8" and try to export it, I'm only offered 37x22 (small borders) and there are black edges. I'd prefer it to be cropped at the edges with no border.
