In the Terrain Editor...Would like the ability to raise/level terrain to a specific height

In the Terrain Editor…Would like the ability to raise/level terrain to a specific height. There is a option to a specific floor height… but sometimes the floor I'm 'going too' hasn't been built yet and sometimes I'm trying to create and outside landscape… and there won't be a floor level to build to.
