Reframe Map

Maps can currently (v 1.6.46) be resized by manipulating the 4 corner-frame-to-arrow-icons.

The suggestion is to make a toggle setting to switch these from "resize map" mode to "reframe map" mode.

All the map data remains, but this shrinks down to display just what's within the map "frame."

The purpose is to provide performance boost in order to afford bigger maps. It will also allow players to piecemeal their maps manually to VTT if they are so inclined.

It serves dual purpose as a "kind" of fog of war, that might work differently from the other kind of fog of war that's already planned.
